The Elder Advocacy & Law Boot Camp is proud to bring together a powerhouse lineup of nationally respected attorneys, care navigation leaders, and industry experts. Each speaker brings real-world experience, practical strategies, and a shared commitment to improving outcomes for older adults and the professionals who serve them.
This year’s speakers represent the intersection of elder law, dementia care, Medicaid and Veterans benefits, ethical advocacy, and care coordination, making this one of the most comprehensive elder care education events in Michigan!
Key Note Speaker:
Todd Tennis, Capitol Services, Inc.
President, Partner
After graduating from the University of Michigan with a degree in Political Science, Todd began his career in state government in 1993 as a staffer in a State Senate office. He joined Capitol Services in 1995 as an associate and was named a partner in 2005. Todd has spearheaded a number of policy issues for Capitol Services clients in areas ranging from utility regulation and professional licensing to labor law and civil law. Todd also has extensive experience with the state budget process, having advocated successfully for a variety of programs benefiting vulnerable adults and youth. Todd has also become one of Lansing’s leading lobbyists on issues related to public pensions.
Todd was honored by the Negligence Law Section of the State Bar of Michigan with a Distinguished Service Award in 2021. He also shared a Pollie Award given in 2013 by the American Association of Political Consultants for work on a grassroots campaign to defend public pensions.
In addition to his work at Capitol Services, Todd also serves as an Ingham County Commissioner after first being elected in 2006. He is a member of the Potter Park Zoo Board, the Ingham Health Center Board, and the Ingham County Racial Equity Task Force. He also chairs the Ingham County Opioid Settlement Task Force.
Bob Mannor, CELA, CDP

Attorney Bob Mannor is a nationally recognized leader in Elder Law, Estate Planning, and Veterans Benefits. One of only eighteen attorneys in Michigan to earn national Board Certification in Elder Law from the National Elder Law Foundation, he is also an Accredited Attorney with the U.S. Department of Veterans Affairs.
A past Chair of the State Bar of Michigan Elder and Disability Rights Section and former President of the Michigan chapter of NAELA, Bob is known for his forward-thinking approach to complex elder care and benefits planning. Bob is also the host of Advice From Your Advocates, a popular radio show and podcast dedicated to empowering caregivers and professionals alike.
Kelli King-Penner, CDP
Attorney, Mannor Law Group
Attorney Kelli King-Penner oversees legal planning and operations at Mannor Law Group and brings a thoughtful, client-centered approach to every aspect of her work. She finds the greatest fulfillment in helping individuals create meaningful estate planning legacies and guiding families through the long-term care planning process with clarity and care.
Kelli is an Accredited Attorney through the Department of Veterans Affairs, Office of General Counsel and serves on the Board of the Michigan Chapter of the National Academy of Elder Law Attorneys (NAELA). She is an active member of the Michigan State Bar’s Elder Law and Disability Rights Section, Probate and Estate Planning Section, and Real Property Section.
A frequent presenter on elder law, estate planning, and estate administration topics, Kelli regularly contributes to professional education through the Institute of Continuing Education, sharing practical insight with fellow attorneys and elder care professionals. Kelli is a graduate of Central Michigan University and earned her law degree from the Michigan State University College of Law, where she was a member of the nationally recognized Appellate Moot Court team. She is a member of the Genesee, Oakland, and Livingston County Bar Associations and is admitted to practice in the U.S. District Court for the Eastern District of Michigan.
Amy Persails, CDP, CECC
Planning Services Director, Mannor Law Group
Amy oversees our Planning Services Department which encompasses government benefits and life care planning. She is responsible for managing the application processes and ensuring we are preserving as much of our client’s assets as possible. Amy’s considerable experience in problem solving and financial products is a tremendous asset to our clients.
Amy is a Certified Dementia Practitioner who has completed a comprehensive Alzheimer’s and Dementia training program. She is personally committed to promoting best practices in the field of Alzheimer’s and Dementia care.
Amy has received her Certificate in Elder Care Coordination through Stockton University.
Savannah Meksto, CDP

Executive Producer, Advice From Your Advocates Podcast & Radio Show
Savannah Meksto is a multifaceted professional with experience spanning business development, marketing strategy, social services, team leadership, and professional education. At Mannor Law Group, she serves as Marketing Director, where she also acts as Executive Producer of the Advice From Your Advocates podcast and radio show, helping translate complex elder law and care topics into accessible, meaningful conversations for the public and professionals alike.
Savannah has earned certifications as a Certified Agile Marketing Specialist and Project Manager, strengthening her expertise in strategic planning, process improvement, and campaign execution. As a Certified Dementia Practitioner, Savannah’s current work is centered on supporting aging Michigan families and local veterans through education, advocacy, and community engagement.
Savannah previously worked as a case manager and volunteer services coordinator for the MDHHS PATH Program, assisting families in Genesee and Shiawassee Counties.
In addition to her professional work, Savannah is deeply rooted in her community. She co-founded and operated a nonprofit art-based program in Flint, Michigan, which received grant funding from the Ruth Mott Foundation, Greater Grand Blanc Arts Council, and United Way Foundation. She is also the owner of Deer Park Vintage Co., a community-focused retail shop in downtown Grand Blanc that emphasizes sustainability, local makers, and creative connection.
